Treaty establishing the European Community (Nice consolidated version) Part Six: General and Final Provisions Article 283 Article 212 - EEC Treaty Article 283 The Council shall, acting by a qualified majority on a proposal from the Commission and after consulting the other institutions concerned, lay down the Staff Regulations of officials of the European Communities and the Conditions of employment of other servants of those Communities.
